Many times, case officers would rather not be seen meeting face-to-face with their agents. But what if they have to hand over secret documents or get a necessary gadget, such as a minicamera, or pass on some money?
In those instances, the case officer sets up a signal site to let their fellow agent know they have something to deliver. The signal could be a chalk mark on a certain bench, a crumpled soda can left at a predetermined spot, or a string tied around a certain lamppost.
Next, the case officer sets up a DEAD DROP. This is a predetermined location where something can safely be concealed.
